The Bangkok Metropolitan Administration will establish a fund for the project to turn Bangkok into a paradise. A BMA spokesman said the fund would be used mostly to tackle problems such as garbage, pollution, traffic and drugs, and to improve access to recreational activities, sports and education in the capital. The plan will be funded by excise taxes on cigarettes, hotels and gasoline. The initiative is expected to be completed in four years.

Fear quickly turned to sympathy for reptile, after panicked pedestrians realized its mouth and feet were bound with string. Zoo experts called in to save the beast speculated that it had fallen off the back of a truck Friday morning as it was being taken to an unspecified location for unspecified reasons.
